Approve Addresses

When addresses returned from Melissa are accurate and considered complete, approve the address so that it is no longer editable and is no longer sent to Melissa when the request is processed. An address may be ready for approval after the first request process or it may have to go through multiple iterations of being processed until it is ready for approval.
